USDA Community Facilities Direct Loan & Grant Program in New York
This USDA program provides affordable funding to develop essential community facilities in rural areas. An essential community facility is defined as a facility that provides an essential service to the local community for the orderly development of the community in a primarily rural area, and does not include private, commercial or business undertakings.
Eligible borrowers include:

Public bodies

Community-based non-profit corporations

Federally Recognized Tribes
Grant assistance is available based on population and median household income, ranging from 15% to 75% grant eligibility. Please review the information page for further details.
Urban and Community Forestry Program 2026
$10 million in funding is now available through Round 17 of DEC’s Urban and Community Forestry (UCF) Grant Program. Of the $10 million dollars available for this round of grants, $3 million is set aside for communities with populations of 65,000 or less.
Award Range: $50,000 – $2.5 million
2026 Beginning Farmer Competitive Grant Program
The New York Farm Viability Institute is pleased to announce an opportunity in partnership with the New York State Department of Agriculture and Markets. The program will provide $1.7 million to support beginning farmers in building financially sustainable, independent, commercial agricultural enterprises throughout New York State.
Eligible uses:

Start-up, improvement or expansion of farm operations

Purchase of land, machinery, equipment, or livestock

Construction or improvement of structures
-
Marketing initiatives
-
Worker or apprenticeship training
-
Other business needs tied to financial impact
Eligible Applicants:
-
New York beginning farmer with 10 years or less of farm operation experience, and who will materially and substantially participate in operating a farm in New York State.

Applicants must demonstrate the potential for the project to grow the business and improve financial sustainability. All applicants whose farm generated less than $1,000 in the previous year must provide a business plan.

Proposals may support a business that produces any type of agricultural product, with the exception of cannabis.
Wastewater Infrastructure Engineering Planning Grant
The Environmental Facilities Corporation is offering a total of $3,000,000 toward Engineering Reports for Wastewater Infrastructure across New York State.
They fund the development of an engineering report, which is an eligibility requirement for financing. This program helps ensure fiscally sound and well-designed projects are advancing to construction. Grants of up to $100,000 are available for inflow and infiltration studies. Grants of up to $50,000 are available for all other projects.

OCM Community Grants Reinvestment Fund
The Community Grants Reinvestment Fund (“CGRF”) was established under New York’s Cannabis Law to reinvest in communities. The goal is to create equitable, positive, and lasting impacts by investing in community-based programs that offer youth-focused initiatives and wraparound services tailored to local needs in communities disproportionally harmed by prior federal and state drug policies.
NY PLAYS – Office of Parks, Recreation, and Historic Preservation
This competitive grant program supports the design, construction and renovation of public playgrounds across New York State. NY PLAYS helps communities expand access to safe, welcoming outdoor spaces that promote physical activity, emotional well-being, and in-person social connections for children and families.
NYS DOS Bond Act – Community Resilience and Flood Risk Reduction Grants
The NYS DOS is offering two grant programs focused on climate change and flood resilience, with $39,000,000 in total available.
- Coastal Rehabilitation and Resilience projects- minimum award size of $300,000
- Inland Flooding and LWRP Implementation projects- minimum award size of $150,000
The program requires a 10% match.
Eligible applicants vary slightly for the two programs, but include municipalities, Not-For-Profits, Soil and Water Conservation Districts, and New York State Agencies and Authorities. For inland flooding projects, only villages, towns, and cities are eligible to apply.
Eligible actions include climate resiliency and risk reduction through nature-based interventions, habitat restoration, stormwater management, and/or local waterfront revitalization.
USDA Rural Business Development Grants***
The purpose of the program is to promote economic development and job creation projects. Applications will compete in two separate categories, business opportunity grants and business enterprise grants, for use in funding various business and community projects that serve rural areas. Eligible applicants include Public Body/Government Entities, Indian Tribes, or a Nonprofit entity primarily serving rural areas.
Note: There is no maximum grant amount; however, smaller requests are given higher priority.

Regenerate NY Forestry Cost Share Grant
- Deadline: August 31, 2026
- Award Range: $10,000 to $1 million for private landowners to conduct forest regeneration activities, including planting, thinning, removal of invasives, installation of tree protections against deer grazing, and creation of young forest habitat.

Development Authority of the North County – Cornell Cooperative Extension Value-Added Agriculture Revolving Loan Program

Up to $40,000 in loan funding for Jefferson, Lewis, and St. Lawrence Counties agribusiness producers of value-added products for retail consumption. Agribusinesses are a significant and growing segment of our regional economy. The first-round targets maple producers.
Development Authority of the North Country Farmland Drainage Program Revolving Loan Fund

Up to $20,000, with 50% of the total low-interest loan amount in cash equity required. This program offers low-interest loans to the farming community to increase crop production yields through farmland drainage.
POWER UP (NYS Empire State Development)
- Deadline: Rolling
- $100 million in total funding available to eligible applicants for projects which will enhance New York State’s inventory of turn-key industrial sites to attract investment from next-generation manufacturers.

Daniel J. Briggs Fund for Integrity
This program is administered by the Northern New York Community Foundation, and offers support for bullying prevention and character education programs, as well as professional development for administrators, teachers, staff, and employees of school districts across the region.
Up to $2,500 per applicant.

Youth Philanthropy Council Funds
The Youth Philanthropy Council of the Northern New York Community Foundation administers funds to support nonprofit organizations serving all residents through programs and projects that enhance the quality of life in communities across the region — not limited to youth programs.
There is up to $20,000 available in funds for 2024. Grants will be determined in June 2025.

Northern New York Community Foundation – Region-Specific Legacy Grant Programs
While the grant period for 2024 is closed, the following legacy grant programs are administered by the Northern New York Community Foundation on an annual basis in Lewis County.
Kenneth V. and Jeannette Remp Sawyer Community Fund
Communities served: Boonville, Constableville and Westernville
Purpose: Support for programs, projects and initiatives that enhance the quality of life for residents of all ages.
Funding available: Up to $60,000
George R. Davis Fund for Lowville
Communities served: Village and Town of Lowville
Purpose: Support for programs, projects and initiatives that impact the quality of life for residents of the Village and Town of Lowville.
Funding available: Up to $15,000

Pratt Northam Foundation Community Grant
Pratt Northam Foundation seeks to fund projects which will benefit the Black River Valley area by providing financial support to not-for-profit organizations fulfilling community needs which neither government nor private enterprise could reasonably accomplish. Such needs, the directors have maintained, may be cultural, educational, or civic.
Criteria used for the evaluation and potential approval of grant applications are:
- Projects and opportunities for young people, and also considers other innovative initiatives.
- Initiatives that have broad community support and can demonstrate substantial matching funds.
Pratt Northam Foundation Workership Grant Program
The Pratt Northam Workership Program provides 350 hours of summer employment at minimum wage for students accepted and enrolled in an undergraduate or graduate academic program at a two-year or four-year college for the following Fall semester.
Not-for-profit and government programs delivering services in the area between Boonville and Carthage are urged to apply to sponsor a Workership position(s). Sites are selected based upon the following criteria:
- Workership position provides programming directly to youth.
- Workership position indirectly supports programming for youth.
- Workership position provides a quality work experience helping a college student build skills and credentials towards a career path.
- Workership position relates to the student’s field of study. The student receives internship or academic credit for the summer work.
