Home Energy Assistance Program

HEAP is a federally funded program that assists low-income residents of New York in meeting their home energy needs. The HEAP program is comprised of Regular Benefit, Emergency Benefit, Cooling Assistance, Heating Equipment Repair and Replacement (HERR) and Clean and Tune.

How To Apply

  • Online at: https://mybenefits.ny.gov/
  • Call the Lewis County DSS at 315-376-5400 and request an application be sent to you
  • Print an application at home: https://otda.ny.gov/programs/apply/#heap AND Mail it to: Lewis County Department of Social Services, PO Box 193, Lowville, NY 13367
  • In person at the Lewis County Department of Social Services

  • You may apply in person at the Lewis County Department of Social Services from 8:30 a.m. until 4:30 p.m., Monday – Friday.
