Home Energy Assistance Program

HEAP is a federally funded program that assists low-income residents of New York in meeting their home energy needs.

The 2026-2027 Regular HEAP benefit is scheduled to open November 2, 2026.

The Cooling Assistance Benefit closed effective the close of business June 5, 2026.

Both the Clean and Tune & Heating Repair and Replacement Benefits are open as of October 1, 2026.

Clean and Tune Benefit

Eligible households can receive energy efficiency services, which includes the cleaning of primary heating equipment, but may also include chimney cleaning, minor repairs, installation of carbon monoxide detectors or programmable thermostats, if needed, to allow for the safe, proper and efficient operation of the heating equipment.

Heating Equipment Repair and Replacement (HERR) Benefit

If you are a homeowner and eligible, the Heating Equipment Repair and Replacement benefit can help you repair or replace your furnace, boiler, and other direct heating equipment necessary to keep your home’s primary heating source working.

Applications for the 2026 – 2027 Regular HEAP benefit will be available starting on November 2nd. Applications for the Heating Repair and Replacement & Clean and Tune Benefits are available as of October 1st. 

Early mailouts have started for the Regular 2026 – 2027 HEAP benefit. Starting November 2nd households can apply for HEAP:

  • Call the Lewis County DSS at 315-376-5400 and request an application be sent to you
  • Print an application at home: https://otda.ny.gov/programs/apply/#heap AND Mail it to: Lewis County Department of Social Services, PO Box 193, Lowville, NY 13367
  • In person at the Lewis County Department of Social Services

  • You may apply in person at the Lewis County Department of Social Services from 8:30 a.m. until 4:30 p.m., Monday – Friday.
  • You may apply at https://mybenefits.ny.gov/
