HEAP is a federally funded program that assists low-income residents of New York in meeting their home energy needs. The HEAP program is comprised of a Regular Benefit and Emergency Benefit.

Early HEAP mailout applications have been sent to those who received HEAP last season. If you need assistance with your application call 315-376-5400, if you are over the age of 60 you should contact Lewis County Office for the Aging at 315-376-5313 to schedule an appointment. Regular HEAP applications will be available on November 3rd, for those who did not receive HEAP last season.

How To Apply

  • Online at: https://mybenefits.ny.gov/
  • Call the Lewis County DSS at 315-376-5400 and request an application be sent to you
  • Print an application at home: https://otda.ny.gov/programs/apply/#heap AND Mail it to: Lewis County Department of Social Services, PO Box 193, Lowville, NY 13367
  • In person at the Lewis County Department of Social Services

  • You may apply in person at the Lewis County Department of Social Services from 8:30 a.m. until 4:30 p.m., Monday – Friday.
