The 2025 – 2026 Home Energy Assistance Program (HEAP) regular benefit is officially open as of December 1, 2025. The Emergency benefit is open as of January 1, 2026.
HEAP is a federally funded program that assists low-income residents of New York in meeting their home energy needs.
Early HEAP mailout applications have been sent to those who received HEAP last season. If you need assistance with your application call 315-376-5400, if you are over the age of 60 you should contact Lewis County Office for the Aging at 315-376-5313 to schedule an appointment.

- Print an application at home: https://otda.ny.gov/programs/apply/#heap AND Mail it to: Lewis County Department of Social Services, PO Box 193, Lowville, NY 13367
- In person at the Lewis County Department of Social Services
