Home Energy Assistance Program

HEAP is a federally funded program that assists low-income residents of New York in meeting their home energy needs.

As of the close of business April 24, 2026 the 2025 – 2026 regular and emergency HEAP benefits are closed. The Cooling Assistance Benefit closed effective the close of business June 5, 2026.

Both the Clean and Tune & Heating Repair and Replacement Benefits are open as of October 1, 2026.

Clean and Tune Benefit

Eligible households can receive energy efficiency services, which includes the cleaning of primary heating equipment, but may also include chimney cleaning, minor repairs, installation of carbon monoxide detectors or programmable thermostats, if needed, to allow for the safe, proper and efficient operation of the heating equipment.

Heating Equipment Repair and Replacement (HERR) Benefit

If you are a homeowner and eligible, the Heating Equipment Repair and Replacement benefit can help you repair or replace your furnace, boiler, and other direct heating equipment necessary to keep your home’s primary heating source working.

Applications for the Heating Repair and Replacement & Clean and Tune Benefits are available starting October 1st.

Early mailouts have started for the Regular 2026 – 2027 HEAP benefit. When HEAP is open households can apply:

  • Call the Lewis County DSS at 315-376-5400 and request an application be sent to you
  • Print an application at home: https://otda.ny.gov/programs/apply/#heap AND Mail it to: Lewis County Department of Social Services, PO Box 193, Lowville, NY 13367
  • In person at the Lewis County Department of Social Services

Where to Apply

  • You may apply in person at the Lewis County Department of Social Services from 8:30 a.m. until 4:30 p.m., Monday – Friday.
  • You may apply at https://mybenefits.ny.gov/
