NOTICE OF PUBLIC HEARING ON THE AUTHORIZATION BY LEWIS COUNTY GRANTING A WAIVER FOR A CONFLICT OF INTEREST BETWEEN SNOW BELT HOUSING COMPANY AND AN ELIGIBLE REHABILITATION GRANT RECIPIENT
NOTICE IS HEREBY GIVEN, that the Board of Legislators of the County of Lewis will hold a public hearing on the 3rd day of September 2024, at 5:00 p.m. at the Lewis County Court House for the purpose of hearing public comments on Lewis County’s granting of a waiver for a conflict of interest between Snow Belt Housing Company and an eligible rehabilitation grant recipient of County Community Development Block Grant (CDBG) funds in accordance with 24 CFR 570.489(h). The County, through the Planning and Community Development Department, submitted a 2023 CDBG grant application to fund housing rehabilitation that is offered by NYS Housing Trust Fund Corporation (HTFC) and the Office of Community Renewal (OCR); and the County was awarded $621,950.00 under the CDBG housing rehabilitation program, identified as Grant No. 636HR300-23, with the Lewis County Board of Legislators authorizing Snow Belt Housing Company to serve as sub-recipient and provide administration services and delivery costs required under the project and grant. Comments on the CDBG program or proposed waiver will be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended. This location is handicap accessible and can accommodate persons with physical disabilities. Interpretive arrangements can be provided to residents with hearing impediments or for those who do not speak English. Individuals who need interpretation services should contact the Clerk of the Lewis County Board of Legislator’s Office at 315-376-5356 one week in advance of the hearing date to allow for necessary arrangements.
