PUBLIC SAFETY BUILDING GENERATOR REPLACEMENT PROJECT
CONTRACT NO. 1 – ELECTRICAL
Lewis County is seeking seeking sealed bids/proposals from interested and qualified vendors to provide construction of the Lewis County Public Safety Building Generator Replacement, Contract No. 1 – Electrical, located at 5252 Outer Stowe Street, Lowville, NY 13367, in accordance with the specifications and scope of work set forth in the RFP and Bid Documents, which can be found and are available electronically at the following:

A pre-bid conference will be held on Thursday, January 22, 2026, at 9:00 am, at the Public Safety Building, 5252 Outer Stowe St, Lowville, NY 13367. Any questions regarding the bidding documents or site access should be addressed to the issuing office and project engineer, Daniel Bernat, at deb@fourthcoast.com.
Bid Proposals must be received by mail or hand delivery to Cassandra Moser, Clerk of the Board, Courthouse Building, 7660 N. State Street, Rm. 225, Lowville, New York 13367, on or before 10:00 a.m. on Thursday, February 5, 2026, at which time the Bids received will be publicly opened and read. Late proposals will not be considered. Lewis County reserves the right to forego any formalities and reject any and all proposals. Lewis County is an Equal Opportunity Employer.

- CLARIFICATION – Minority- and Women-Owned Business Enterprise (MWBE) Participation:
This project is anticipated to be funded in whole or in part with New York State grant funds and is therefore subject to New York State Minority- and Women-Owned Business Enterprise (MWBE) participation requirements pursuant to Article 15-A of the New York State Executive Law.
At this time, no specific MWBE participation goal has been established for this procurement. However, bidders are hereby advised that MWBE participation is strongly encouraged, and waivers of MWBE requirements will not be granted solely on the basis of open competitive bidding.
In accordance with the funding agency’s requirements, all contractors must either be listed on an applicable New York State contract or be certified as a New York State MWBE at the time of bid submission.
Prime contractors are expected to make good faith efforts to solicit and utilize certified MWBE firms for subcontracting, supplies, services, and professional work where feasible. Documentation of such efforts may be required prior to contract award.
Failure to comply with applicable MWBE requirements may result in a determination of non-responsiveness.
