Lewis County Receives REDC Awards To Advance Flood Resilience, Smart Growth, And Environmental Planning

LOWVILLE, NYLewis County is proud to announce that it has received multiple awards from Governor Kathy Hochul’s Regional Economic Development Council (REDC) program. The 2025 REDC initiative awarded more than $313 million in grants statewide, supporting projects that drive economic growth, sustainability, and community development. Lewis County is honored to be among the recipients of this transformative funding for the following projects:

  • East Martinsburg Road Flood Study: Complete an engineering study for a repetitive flood area along East Martinsburg Road. The study will evaluate options to reduce flood risks, enhance safety for residents and first responders, protect sensitive wetlands, and improve water quality and habitat along the Black River. Award Amount: $129,048
  • Dam Analysis for Flood Resilience: Conduct an engineering study on two small local dams to determine existing conditions and explore viable alternatives for reuse and rehabilitation. Following flooding in summer 2024, this study will assess opportunities for mechanical or hydroelectric power generation and fire suppression water supply. Award Amount: $60,028
  • Lewis County BOA Pre-Planning Inventory and Analysis: Complete a county-wide pre-planning inventory and analysis of brownfield-affected areas, including historic remnants of factories, mills, tanneries, and iron foundries. This process will identify clusters for future BOA planning and address areas of environmental concern. Award Amount: $207,292
  • Town and Village of Lowville Smart Growth Zoning Update: The Town and Village of Lowville will update zoning laws to align with their joint comprehensive plan. This project will modernize land use regulations to support downtown revitalization, climate resilience, and expanded housing choices, creating a more connected, vibrant, and sustainable future for Lowville. Award Amount: $186,300
