GENERAL STATEMENT OF DUTIES: Involves responsibility for the implementation and operations of services components and/or performs a wide variety of tasks in the operation of a municipal Office for the Aging; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: This position involves assisting in the operation of an Office for the Aging and/or assisting in the implementation or operation of services components of the Office for the Aging. Work is performed under the general supervision of the Director. Supervision may be exercised over subordinates.
TYPICAL WORK ACTIVITIES:
- Coordinates, implements, and operates service components, programs, and other supportive services for older persons;
- Performs a variety of tasks in support of programs and services for older persons;
- Assists the Director with periodic task of monitoring subcontractor activities, needs analysis, publicity, special project organization, interagency coordination, etc.;
- Responsible for gathering, evaluating and compiling central office and subcontractor service data and inclusion of such in required agency monthly and quarterly reports;
- Oversees reports and program procedures and monitors contracts specific to assigned service components, programs and services;
- Assists the Director in the performance of his/her administrative duties;
- Assists in the operation of agency staff-wide information and referral/advocacy program, working directly with older persons and groups to refer them to appropriate resource/agency;
- Works directly with older persons and/or their delegates, provides information and assistance, assesses eligibility for programs and services, and identifies agencies and individuals potentially useful to older persons;
- Assists older persons to apply for various assistance and several benefits such as health insurance and prescription drug coverage;
- Responsible for agency State program certifications, compliance and reporting activities;
- Maintains and updates client files and care plans in paper charts and/or a computerized database system as specified;
- Makes recommendations to the Director regarding programs and services for older persons;
- Plans and conducts educational programs relating to specific service components;
- Attends meetings and speaks to groups concerning the issues of older persons and the role of the Office for the Aging;
- Attends trainings and forums to stay up-to-date with changes in programs and benefits which affect senior citizens;
- Supervises the activities of volunteers and part-time older workers as assigned;
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the characteristics, needs and interests of the aging; working knowledge of community agencies, facilities and services which can be utilized to aid the elderly; working knowledge of public information and relations techniques; ability to organize; ability to communicate clearly and effectively both verbally and in writing; tact; courtesy; integrity; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS: Either:
A. Graduation from a regionally accredited or New York State registered four year college or university with a bachelor’s degree or higher; or
B. Graduation from a regionally accredited or New York State registered two year college with an associate degree and two years of experience in community aging, adult education, recreation, community development, community health services, counseling, social work or related field; or
C. Graduation from high school or possession of an equivalency diploma and four years of experience in community aging, adult education, recreation, community development, community health services, counseling, social work or related field; or
D. An equivalent combination of training and experience as indicated in (A), (B) and (C) above.
