SENIOR EMPLOYMENT AND TRAINING SPECIALIST
DISTINGUISHING FEATURES OF THE CLASS: This is a supervisory position
performed by an experienced worker who can assume responsibility for supervision of a group of workers involving the coordination and administration of segments of numerous employment and training programs. Although the work is performed under general supervision of the Staff and Workforce Development Coordinator the individual is expected to exercise independent judgement. Does related work as required.
TYPICAL WORK ACTIVITIES:
- Serves as a working supervisor over a group of Employment and Training Specialists to develop realistic employment opportunities for clients;
- Determines eligibility and formulates employability plans for delivery of agency supportive services related to recruitment, placement and guidance;
- Coordinate and manage youth and young adult programming
- Supervises the collection, compilation and interpretation of information and performance data utilized in the monitoring and evaluation of Employment and Training Programs;
- Assists Employment and Training Specialists to evaluate specific or difficult problems and devise solutions;
- Coordinates and monitors subgrantee programs to ensure compliance with WIOA rules and regulations;
- Provided oversight and quality assurance in employment related activities;
- Develops and writes policies and procedures for program implementation;
- Completes records and reports necessary for compliance with state, federal and local rules, regulations and policies;
- May serve as a liaison to other human and social services agencies as well as program operators;
- May supervise the administration of standardized vocational testing procedures;
- May represent the agency in Fair Hearings and court proceedings held before an administrative law judge;
- Performs a variety of related tasks as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS AND ABILITIES AND PERSONAL CHARACTERISTICS:
Working knowledge of principle, practices of Federal State and local social services laws and programs including but not limited to WIOA (Workforce Innovation Opportunity Act) and Social Services; good knowledge of concepts related to cultural, environmental and personal factors influencing the lives of persons that are economically disadvantaged; good knowledge of community organizations and human services agencies; good knowledge of sources of occupational information related to vocational guidance, training and placement; good knowledge of Federal, State and Local Employment and Training Laws, Rules and regulations and ability to apply the knowledge in the performance of duties; ability to collect, organize and interpret complex written materials and other information; ability to prepare written materials: ability to plan and supervise the work of others; ability to establish and maintain effective working relationships with participants, private, and governmental agencies; tact and understanding.
MINIMUM QUALIFICATIONS:
(A) Two years of permanent competitive status as an Employment and Training Specialist in the Lewis County Department of Social Services.

- Graduation from a regionally accredited or New York State registered college or university with a bachelor’s degree in accounting, business administration, social sciences, human services, education or other closely related field structured to prepare individuals for work in the field of counseling, guidance, psychology or social work, or education, and two (2) year(s) full time job experience as a Caseworker, or work in employment program development and analysis, personnel counseling or placement, public or business administration, economics or labor relations, or related field; or
- Graduation from a regionally accredited or New York State college or university with an associate’s degree in accounting, business administration, social sciences, human services, education or other closely related field structured to prepare individuals for work in the field of counseling, guidance, psychology or social work, or education, or a closely related field and four (4) years full time job experience as a Social Services Program Examiner, or work in employment program development and analysis, personnel counseling or placement, public or business administration, economics or labor relations, or related field; or
- An equivalent combination of training and experience as defined within the limits of (A) and (B) above.
